How does the ballot system work to sort out over demand?

For any week that is oversubscribed at 28th Feb; a ballot is held to select those bookings that fit under the accommodation cap.

This is done by randomly assigning a number to each of the bookings in that week.

Another director independently and randomly selects a number between 1 and x and that umber corresponding to a booking is conformed in that week. This continues until we reach the 17 bed limit.
